Budget 2025

Orange City Council's annual budget for the 2025/26 financial year is now on display for community comment.
Members of the community are invited to complete a survey, leave an online comment or make a formal submission.
Earlier this year, the Community Strategic Plan (CSP) 'Your Community, Your Plan' conversation compiled information about the hopes and dreams of Orange residents for our community.
All Councils across the state are required under the Local Government Act to deliver a range of long-term planning and financial management documents, in a process known as Independent Planning & Reporting (IP&R).
The CSP's engagement report has since been to Council and the draft CSP is also now on display for community comment.
In this next stage of the conversation, Orange City Council aims to check back with the community. It's important that we're as sure as we can be that what we heard is what you said.
On this site you can download the:
- draft Community Strategic Plan (CSP)
- report on the community engagement process that produced that plan
- the other IP &R documents.
On this site you can also find out more about the budget by:
- reading the official budget papers in the document library (right-hand side of page)
- checking out budget infographics (right-hand side of page) and
- reading news articles about the budget
You can have your say (below) by:
- completing a short survey
- making an online comment.
- learning how to make a formal submission.
The deadline for all submissions, comments and surveys on the budget 4 June 2025.
A report on the community feedback will be considered at a Council meeting later in June.

It's real shame that there appears to be nothing in the budget or plan to support the performing arts in Orange. Yes there is the capital works for the Conservatorium and the Art Gallery and museums, but there is no mention in either the strategic plan or budget about support the performing arts organisations which are outside of the Conservatorium and which provide such incredibly valuable services to the Orange community, such as the City of Orange Brass Band, the Orange Mens Choir, the Orange Women's Choir, etc.... These organisations perform regularly around the city and provide an incredibly important service, bring the joy of music to the lives of so many in our community. Why are they not prioritised as much as Sport is?
